“The object of this law is to contribute towards guaranteeing the health rights of the inhabitants of the national territory, especially that of minors under the age of 18 and the non-smoking population, by regulating the consumption, sale, advertising and promotion of cigarettes, tobacco products, their derivatives, substitutes or imitations, including the Electronic Nicotine Delivery Systems (ENDS), Electronic Non-Nicotine Delivery Systems (ENNDS), Heated Tobacco Products (HTP); as well as to create health and education programs intended to contribute to the reduction of their use, cessation of the smoker’s dependence on tobacco, substitutes or imitations and to establish the corresponding penalties for those who breach the provisions of this law.”
